OIG estimated that 94% of the reviewed child-abuse and neglect reports did not meet at least one screening, assessment, or investigation requirement. This concerns a defined audit population, not a finding that 94% of Maine’s children were harmed.

Maine concurred with all five recommendations. The current tracker lists each as implemented and closed: one on July 7, 2025, and four on July 15, 2026.

Scope: This is evidence of historical compliance failures in child-protection administration. It is not a treason finding or an audit of all family-court proceedings.

  3. Capacity. Available remedies, resources, and lawful alternatives.
  4. Decision. Action, omission, timing, and stated reasons.
  5. Consequence. Child-impact records and financial effects.
  6. Review. Independent findings and applicable legal elements.
